Objective
The programme aims at contributing to the reduction of economic and social disparities within Poland by increasing the quality of life of citizens living in medium-sized towns.
Who can apply
Small and medium-sized towns will benefit from the Polish Swiss Programme for Development of Towns. In order for a town to apply for funds, it must be classified by the Strategy for Responsible Development as one of the 139 towns losing their socio-economic functions.
Towns will be provided with both financial and advisory support. The Association of Polish Cities will provide the latter.
Areas of support
The funding will be allocated to various developmental activities and investments in the following areas:
- vocational education and training,
- financing for micro, small, and medium-sized enterprises,
- support for migration management and promotion of integration efforts,
- energy efficiency and renewable energy,
- public transportation,
- water and sewage management,
- waste management,
- nature conservation and biodiversity,
- health and social protection,
- improvement of public safety and security,
- minorities and socially disadvantaged groups,
- civil society and transparency.
Budget
The budget of the programme is 327,882 million Swiss francs, including:
- 278,7 million - Swiss contribution,
- 49,182 million - Polish contribution.
Call for proposals
Call for proposals under the Polish Swiss Programme for Development of Towns was announced on March 7, 2024.
The project selection process is a two-stage process - first, applicants have 10 months to prepare Programme Component Outline, then 5 months for selected cities to prepare Complete Programme Component Proposal.
The deadline for submitting Programme Component Outline to the Ministry of Development Funds and Regional Policy via the e-PUAP platform is December 16, 2024.

Programme Operator
The programme operator, ie the institution responsible for the preparation and implementation of the programme, is the Ministry of Development Funds and Regional Policy.
The Association of Polish Cities will help in the implementation of the programme - it will provide advisory support to towns.
